Fire Marshall Jeff Collins Becomes Fire Chief
On Feb. 28, Jeffrey Collins was sworn in as Palm Beach County Fire Rescue’s new administrator. Chief Collins replaces Steve Jerauld, who announced his retirement in January.
Chief Collins is a 19-year veteran of the fire service, serving the past 17 years with Palm Beach County Fire Rescue. Prior to his selection, Chief Collins served as a deputy chief and fire marshal with PBC Fire Rescue.
Darmody Named NAVFAC Southwest Engineer of the Year
The Naval Facilities Engineering Command (NAVFAC) announced the winners of its Military and Civilian Engineers of the Year Awards on January 14, 2013. Kevin T. Darmody, P.E., M.B.A. (B.S.’04, fire protection engineering) was named the NAVFAC Southwest Engineer of the Year 2013. Darmody is a fire protection engineer with the NAVFAC Engineering Command in Washington, DC. Most recently located in San Diego, California, where he served as the lead fire protection engineer and anti-terrorism force protection expert for the half-billion dollar American Recovery and Reinvestment Act project under the supervision of the Resident Officer in Charge of Construction, Camp Pendleton Hospital.
In late 2011, Darmody spent four weeks in the southern jungles of the Philippines supporting NAVFAC Pacific’s mission with Joint Special Operations Task Force – Philippines by performing fire protection and life safety facility inspections of numerous remote bases housing U.S. Special Forces.
He recently returned from a deployment supporting the Department of Defense, Office of the Inspector General, by performing facility fire protection and life safety inspections at Bagram Airfield, Afghanistan, where he spent approximately five weeks.
These deployments were volunteer assignments involving high-risk facilities used by the U.S. Military; both involved austere living conditions in hazardous combat zones. Darmody accepted both assignments willingly and at risk to his personal safety for the benefit of our war fighters.
Darmody is a Reserve Civil Engineer Corps Officer in the U.S. Navy, has been deployed to Afghanistan and has served as Officer in Charge for multiple commands. Darmody was promoted and is now back on the east coast at the Washington Navy Yard.
Welch (B.S., ’97) Promoted at Marriott International, Inc.
Congratulations to Department of Fire Protection Engineering alumna Stacy (Niedhart) Welch, (B.S., ‘97) who has been named Senior Director, Fire Life Safety, Marriott International, Inc., effective July 2012. Welch will be responsible for global fire protection and life safety for the organization.
Welch has been with Marriott for fifteen years and has held numerous management positions, including her most recent role as director responsible for fire life safety matters related to additions, renovations and the inspection program for nearly one-thousand hotels. She is known for her vast fire life safety experience with new build construction and conversions, along with her technical expertise, code knowledge and proven leadership. She has authored several professional publications on subjects such as fire alarm communications, water mist fire suppression and the economics of automatic fire sprinklers.
Welch is a registered professional engineer (P.E.) and serves as a member of the Curriculum Advisory Committee of the Department of Fire Protection Engineering. She resides in Bethesda, Maryland, with her husband Dave and their two daughters, Allison and Kathryn.
Begley Honored as One of “40 Under 40”
Congratulations to Fire Protection Engineering alumnus James P. Begley (B.S. ’96), who has been recognized by Consulting-Specifying Engineer as one of the 2012 “40 Under 40 Program Winners.” This award is given to 40 building industry professionals age 40 and younger who stand out in all aspects of their lives.
Begley founded TERPconsulting in 2010 after almost 20 years in fire protection engineering and losing his job amidst the economic downturn. He is dedicated to his profession and his community. Begley’s interests range well beyond fire protection and are as varied as writing a monthly food column and volunteering in support of animal welfare.

This designation represents the highest level of membership given by IFE.
